In order to support the tendering process for a Public Private Partnership (PPP), it was necessary to provide access to a large number of documents to bidder consortia and track the information issued to bidders.

A conventional register using hard copy only would have resulted in access problems to the bidders and delays in copying relevant documents for bidders. A strategy was developed to create an electronic register of information that was made accessible to bidders through secure internet connections. Relevant documents were scanned and indexed to an information system to provide bidders with reliable means of searching. An audit trail of accesses to documents was maintained for evidential purposes.
